A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study and report on early childhood education. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter E, Chapter 29, Education Code, is |
|
amended by adding Section 29.1581 to read as follows: |
|
Sec. 29.1581. STUDY AND REPORT ON EARLY CHILDHOOD |
|
EDUCATION. (a) The agency, in collaboration with the Texas |
|
Workforce Commission and the Department of Family and Protective |
|
Services, shall conduct a study and compile a report on |
|
public-private partnerships regarding early childhood education. |
|
(b) The study must identify: |
|
(1) methods to streamline the process under which a |
|
public-private partnership for early childhood education is |
|
established; |
|
(2) current areas of coordination between state |
|
agencies that perform or provide services for children, including |
|
areas in which either organizational silos or collaboration exist; |
|
and |
|
(3) the sources and uses of early childhood education |
|
funding. |
|
(c) Not later than December 1, 2016, the agency shall report |
|
the agency's findings and recommendations to the governor, the |
|
lieutenant governor, the speaker of the house of representatives, |
|
and the standing legislative committees with primary jurisdiction |
|
over public education. The agency shall include in its report: |
|
(1) a description of services provided by each state |
|
agency related to early childhood education, including the |
|
following for each service: |
|
(A) funding mechanisms; and |
|
(B) tools for monitoring and tracking |
|
utilization, outcomes, and program effectiveness; |
|
(2) recommended efforts to streamline the process |
|
under which a public-private partnership for early childhood |
|
education is established; and |
|
(3) recommended new programs of early childhood |
|
education or enhancements to existing programs. |
|
(d) This section expires September 1, 2017. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2015. |
