A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to exempting certain low-income students from the payment |
|
|
of certain fees at a public institution of higher education. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter D, Chapter 54, Education Code, is |
|
|
amended by adding Section 54.369 to read as follows: |
|
|
Sec. 54.369. FEE EXEMPTION FOR CERTAIN LOW-INCOME STUDENTS. |
|
|
(a) Notwithstanding any other law, an institution of higher |
|
|
education shall exempt from the payment of fees authorized under |
|
|
Subchapter E any student who: |
|
|
(1) is eligible for student financial assistance |
|
|
provided by this state; and |
|
|
(2) has a family income that is below the federal |
|
|
poverty line. |
|
|
(b) The Texas Higher Education Coordinating Board shall |
|
|
adopt rules for the administration of this section. |
|
|
SECTION 2. Section 54.369, Education Code, as added by this |
|
|
Act, applies beginning with fees charged by a public institution of |
|
|
higher education for the 2014-2015 academic year. |
|
|
SECTION 3. The Texas Higher Education Coordinating Board |
|
|
shall adopt any rules necessary under Section 54.369, Education |
|
|
Code, as added by this Act, as soon as practicable after this Act |
|
|
takes effect. For that purpose, the coordinating board may adopt |
|
|
the initial rules in the manner provided by law for emergency rules. |
|
|
SECTION 4. This Act takes effect September 1, 2013. |
