A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to an exit audit of a school district and an exit interview |
|
of a school district superintendent. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter B, Chapter 7, Education Code, is |
|
amended by adding Section 7.038 to read as follows: |
|
Sec. 7.038. EXIT AUDIT OF SCHOOL DISTRICT ON DEPARTURE OF |
|
SUPERINTENDENT. (a) On receipt by the commissioner of an exit |
|
interview questionnaire for a superintendent submitted under |
|
Section 11.2011(c), the agency shall conduct an exit audit of the |
|
school district that employed the superintendent. |
|
(b) In conducting the exit audit required by this section, |
|
the agency shall assess the condition of the district at the time |
|
the superintendent leaves employment according to criteria |
|
established by the agency. The agency shall include in the criteria |
|
consideration of whether, during the employment of the |
|
superintendent, any complaints were made about the superintendent, |
|
the district, or an employee of the district that relate to equal |
|
opportunity for persons of all ethnic groups, for women, or for |
|
persons with disabilities. |
|
SECTION 2. Subchapter E, Chapter 11, Education Code, is |
|
amended by adding Section 11.2011 to read as follows: |
|
Sec. 11.2011. SUPERINTENDENT EXIT INTERVIEW. (a) The |
|
board of trustees of a school district shall conduct an exit |
|
interview with a superintendent who leaves the employment of the |
|
district by resignation, by nonrenewal of a term contract under |
|
Section 21.212, or by termination. |
|
(b) The agency shall develop an exit interview |
|
questionnaire for use under this section. The agency may base the |
|
questionnaire on the questionnaire developed by the state auditor |
|
under Section 651.007, Government Code. |
|
(c) The board of trustees of a school district shall submit |
|
to the commissioner a copy of the completed exit interview |
|
questionnaire administered in accordance with this section. |
|
SECTION 3. This Act takes effect September 1, 2013. |
