A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to an audit of funds received by certain entities under the |
|
federal American Recovery and Reinvestment Act to fund health or |
|
public safety programs. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) The state auditor shall conduct an audit of |
|
the management and expenditure of funds received by a state agency |
|
or a municipality under the federal American Recovery and |
|
Reinvestment Act of 2009 (Pub. L. No. 111-5) for the purpose of |
|
funding health or public safety programs or activities. |
|
(b) The audit conducted under Subsection (a) of this section |
|
must include an audit of funds designated for: |
|
(1) mitigating lead-based paint in the interest of |
|
public health; and |
|
(2) addressing health and safety concerns in public |
|
housing. |
|
(c) The state auditor shall create a report of the audit |
|
conducted under Subsection (a) of this section, publish the report |
|
on the state auditor's Internet website, and distribute the report |
|
to the members of the legislature on or before December 1, 2018. |
|
SECTION 2. This Act expires September 1, 2019. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect December 1, 2017. |
