A BILL TO BE ENTITLED
 
AN ACT
  relating to a one-year moratorium on the collection of registration
  and inspection fees for certain motor vehicles.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter E, Chapter 502, Transportation Code,
  is amended by adding Section 502.19101 to read as follows:
         Sec. 502.19101.  ONE-YEAR REGISTRATION FEE MORATORIUM. (a)
  This section applies to any fee imposed under this chapter for a
  motor vehicle that weighs 10,000 pounds or less.
         (b)  Notwithstanding any other law, a person may not collect
  a registration fee or any other fee under this chapter between
  September 1, 2023, and August 31, 2024.
         (c)  For each motor vehicle registered or other transaction
  performed for which a fee is authorized under this chapter, the
  department shall deposit to the credit of the appropriate fund or
  send to a political subdivision, as appropriate, an amount,
  appropriated to the department for this purpose, that is equal to
  the amount of the fees that would otherwise be deposited to that
  fund or kept by or sent to the political subdivision for the
  registration or transaction.
         (d)  This section expires September 1, 2024.
         SECTION 2.  Subchapter H, Chapter 548, Transportation Code,
  is amended by adding Section 548.5015 to read as follows:
         Sec. 548.5015.  ONE-YEAR INSPECTION FEE MORATORIUM. (a)
  This section applies to any fee imposed under this subchapter for
  the inspection of a motor vehicle that weighs 10,000 pounds or less.
         (b)  Notwithstanding any other law, a person may not collect
  an inspection fee under this subchapter between September 1, 2023,
  and August 31, 2024.
         (c)  For each motor vehicle inspection performed for which a
  fee is authorized under this subchapter, the department shall
  deposit to the credit of the appropriate fund or send to a political
  subdivision or inspection station, as appropriate, an amount,
  appropriated to the department for this purpose, that is equal to
  the amount of fees that would otherwise be deposited to that fund or
  kept by the political subdivision or inspection station for the
  inspection.
         (d)  This section expires September 1, 2024.
         SECTION 3.  This Act takes effect September 1, 2023.
