R E S O L U T I O N
         WHEREAS, Carmen Cabigon has made a positive difference in the
  lives of area children in need by serving as a Court Appointed
  Special Advocate volunteer; and
         WHEREAS, CASA is a nonprofit organization that relies on
  trained volunteers to act as representatives for children who are
  removed from their homes due to abuse or neglect; through the
  program, advocates are assigned to gather information and make
  recommendations that assist judges in reaching decisions that serve
  the best interests of each child; and
         WHEREAS, The dedicated men and women of CASA provide children
  with a crucial voice in the often overburdened judicial and
  protective services systems and ensure that they receive the
  attention they need until they are placed in a permanent home; in
  many cases, advocates offer a rare source of stability to young
  people coping with a traumatic and uncertain time in their lives;
  and
         WHEREAS, The safety and well-being of children are of deep
  concern to all citizens, and by devoting considerable time and
  effort to fulfill a critical need in the community, Carmen Cabigon
  has set an admirable example to which others may aspire; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby commend Carmen Cabigon for serving as a Court
  Appointed Special Advocate volunteer and extend to this caring
  Texan sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Carmen Cabigon as an expression of high regard by the
  Texas House of Representatives.
