R E S O L U T I O N
 
         WHEREAS, Lieutenant Frank Leal retired from the Poteet Police
  Department on April 25, 2019, after more than 34 years in law
  enforcement; and
         WHEREAS, A 1975 graduate of Poteet High School, Frank Leal
  attended San Antonio College and began his career with Poteet PD in
  1983 as a reserve officer; he went on to become a part-time
  employee, and he later received a promotion to corporal; and
         WHEREAS, Lieutenant Leal served as the department's chief of
  police from 1992 to 2006, and he held the position of interim police
  chief a number of times as well; respected and admired by his fellow
  officers, he earned a reputation for treating everyone with
  fairness and respect; and
         WHEREAS, Frank Leal's dedication, professionalism, and
  commitment to protecting the public have greatly benefited the
  residents of Poteet, and he may indeed reflect with pride on his
  exceptional record of achievement as he embarks on the next
  exciting chapter of his life; now, therefore, be it
         RESOLVED, That the House of Representatives of the 86th Texas
  Legislature hereby congratulate Lieutenant Frank Leal on his
  retirement from the Poteet Police Department and extend to him
  sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Lieutenant Leal as an expression of high regard by the
  Texas House of Representatives.
