R E S O L U T I O N
         WHEREAS, Kimberley Rodgers, an information services
  supervisor for the Friendswood Police Department, has received the
  Five Star Spirit Award from the City of Friendswood for her
  courageous and quick response to a crisis; and
         WHEREAS, This prestigious honor recognizes city employees
  who exemplify courtesy, competence, reliability, professionalism,
  and enthusiasm; recipients of the award are nominated by colleagues
  and members of the community and are honored quarterly at city
  council meetings; and
         WHEREAS, While dropping her daughter off at school, "KC"
  Rodgers heard a girl cry out for help; Ms. Rodgers discovered that
  the child's father had become unconscious in the driver's seat of
  his vehicle, and Ms. Rodgers quickly dialed 911 while another woman
  started CPR; Ms. Rodgers subsequently took over the CPR even as she
  stayed on the phone with the emergency operator; the medics soon
  arrived and were able to revive the man with the use of a
  defibrillator; Ms. Rodgers remained at the scene to comfort his
  family, and her calm presence was greatly appreciated; and
         WHEREAS, Ms. Rodgers has worked at the Friendswood Police
  Department since 1998 and has served in her present position since
  2006; during her tenure with the department, she has provided
  numerous callers with emergency CPR instructions, but until that
  fateful day, she had never performed it herself; this outstanding
  public servant previously worked at the Grimes County Sheriff's
  Office and the Travis County Sheriff's Office, where she received a
  Life Saving Award in 1997; and
         WHEREAS, In all her endeavors, KC Rodgers enjoys the love and
  support of her husband of 14 years, David, and she is active in her
  community as leader of their three daughters' Girl Scout troops;
  and
         WHEREAS, With remarkable composure, skill, and clear
  thinking, KC Rodgers helped save the life of a fellow Texan, and
  this award justly recognizes her swift and selfless act; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 83rd Texas
  Legislature hereby congratulate Kimberley Rodgers on her receipt of
  a Five Star Spirit Award from the City of Friendswood, an honor that
  she has richly earned; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Rodgers as an expression of high regard by the
  Texas House of Representatives.
