WHEREAS, Angel Escobar retired as city manager of Corpus | ||
Christi on March 4, 2011, drawing to a close a long and | ||
distinguished career in municipal government; and | ||
WHEREAS, A native of South Texas, Mr. Escobar earned his | ||
bachelor's degree from Texas A&M University--Kingsville and went to | ||
work as an engineer surveyor with Smith and Russo, a firm he later | ||
co-owned; he also served as consultant city engineer for the cities | ||
of Portland, Ingleside, Kingsville, and Port Lavaca; and | ||
WHEREAS, Mr. Escobar joined the City of Corpus Christi in | ||
1989 as assistant director of engineering services and went on to | ||
become director; after serving in an interim capacity, he was | ||
officially appointed city manager in 2008; and | ||
WHEREAS, During Mr. Escobar's years in city government, he | ||
led or significantly contributed to many important initiatives, | ||
including the structural analysis and implementation of needed | ||
repairs at Wesley Seale Dam, the completion of projects for | ||
numerous bond programs, the rehabilitation program for the Bayfront | ||
Seawall, and the successful resolution of the coliseum issue; | ||
moreover, he played a vital role in the negotiation and execution of | ||
nearly $2 billion in architectural engineering and construction | ||
contracts; and | ||
WHEREAS, A leader in his profession, Mr. Escobar has shared | ||
his time with the American Society of Civil Engineers, the Texas | ||
Society of Professional Engineers, and the Texas Society of | ||
Professional Surveyors; recognized for his efforts, he has earned a | ||
host of awards and commendations through the years; and | ||
WHEREAS, Mr. Escobar has enjoyed the support of a loving | ||
family in all of his endeavors, and retirement will afford him more | ||
time to spend with his wife, Tulis, as well as his three children | ||
and six grandchildren; and | ||
WHEREAS, For more than two decades, Angel Escobar has served | ||
the citizens of Corpus Christi with great dedication, and his | ||
outstanding commitment to excellence has made his community an even | ||
better place in which to live and work; now, therefore, be it | ||
RESOLVED, That the House of Representatives of the 82nd Texas | ||
Legislature hereby honor Angel Escobar on his retirement as city | ||
manager of Corpus Christi and extend to him sincere best wishes for | ||
the future; and, be it further | ||
RESOLVED, That an official copy of this resolution be | ||
prepared for Mr. Escobar as an expression of high regard by the | ||
Texas House of Representatives. | ||
