R E S O L U T I O N
 
         WHEREAS, The citizens of Texas lost a courageous and
  dedicated law enforcement officer with the death of U.S. Border
  Patrol Agent Ricardo G. Salinas on July 7, 1998, at the age of 24;
  and
         WHEREAS, Born in Wichita Falls on April 29, 1974, Ricardo
  Salinas was raised in a military family and traveled extensively in
  the United States and Spain during his youth; an accomplished
  athlete, he trained in karate and tae kwon do, receiving an
  adult-level black belt at age 16, and he was also recognized for his
  skill as a baseball player; after graduating from Judson High
  School in Converse in 1992, he went on to earn a bachelor's degree
  in criminal justice from The University of Texas at San Antonio in
  1996, and he furthered his knowledge by completing two law
  enforcement internships; and
         WHEREAS, Mr. Salinas was a member of Class 351 at the
  Charleston U.S. Border Patrol Academy and completed his training in
  January 1998; assigned to the Harlingen Border Patrol Station, he
  was killed in the line of duty while assisting in the search for a
  murder suspect; in addition to his name being included on the Texas
  Peace Officers' Memorial Monument at the State Capitol, UTSA
  established a scholarship fund in his memory, and Salinas
  Elementary School in the Judson Independent School District and the
  Ricardo Salinas Health Clinic in San Antonio were named in his
  honor; and
         WHEREAS, Texans owe an incalculable debt of gratitude to the
  men and women of law enforcement who risk their lives in our behalf,
  and Ricardo Salinas's commitment to protecting the safety and
  well-being of the public will forever be remembered by all those who
  had the good fortune to know him; now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby pay tribute to the life and exemplary service of
  U.S. Border Patrol Agent Ricardo G. Salinas and extend heartfelt
  sympathy to his family and friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Ricardo
  Salinas.
