R E S O L U T I O N
|
|
WHEREAS, Urotrauma is an issue of growing concern to active |
|
military personnel and veterans of the armed forces; and |
|
WHEREAS, Today, injuries to the genitourinary system |
|
constitute up to 10 percent of battlefield injuries, and such |
|
injuries are increasing in complexity as well as in number; trauma |
|
to the genitourinary organs is both physically and psychologically |
|
debilitating, and it can have a devastating impact on reproductive |
|
and other functions; and |
|
WHEREAS, Although urotrauma profoundly affects many members |
|
and former members of the military, such injuries have not been |
|
adequately studied; there is a pressing need for greater education, |
|
awareness, and research and for a stronger focus on urotrauma in |
|
terms of policy and the health care delivery system; and |
|
WHEREAS, Americans owe a profound debt of gratitude to their |
|
wounded warriors, and to ensure that those who have suffered |
|
urotrauma receive proper treatment, it is vital to undertake a |
|
comprehensive study encompassing the prevention, incidence, |
|
morbidity, and mortality as well as the social and economic |
|
implications of such injuries; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
Legislature hereby respectfully urge the United States Congress to |
|
direct the Department of Defense and the Department of Veterans |
|
Affairs to undertake a study of urotrauma among members of the |
|
military, evaluating and identifying the current abilities of the |
|
departments to diagnose, prevent, and treat urotrauma and related |
|
infertility; in addition, the study should (1) analyze the |
|
incidence, duration, morbidity rate, and mortality rate of |
|
urotrauma, and (2) develop a long-term plan for the use and |
|
organization of federal resources to improve the diagnosis, |
|
prevention, and treatment of urotrauma among active duty members |
|
and veterans of the armed forces; and, be it further |
|
RESOLVED, That the chief clerk forward official copies of |
|
this resolution to the president of the United States, to the |
|
president of the Senate and the speaker of the House of |
|
Representatives of the United States Congress, and to all the |
|
members of the Texas delegation to Congress with the request that |
|
this resolution be officially entered in the Congressional Record |
|
as a memorial to the Congress of the United States of America. |
