R E S O L U T I O N

|
WHEREAS, Jacob Alonso Orribarra of Panama and other |
|
|
professionals from Latin America were invited to participate in a |
|
|
U.S. Department of State International Visitor Leadership Program |
|
|
in May 2013, and Dallas was among the cities included on their tour; |
|
|
and |
|
|
WHEREAS, Established in 1940, IVLP connects current and |
|
|
emerging foreign leaders with their American counterparts through |
|
|
short-term exchanges; an initiative of the Bureau of Educational |
|
|
and Cultural Affairs, the program centers around a project theme |
|
|
and typically includes visits to four U.S. communities; and |
|
|
WHEREAS, With a focus on the administration of justice, this |
|
|
IVLP event was designed to help leaders from other countries deepen |
|
|
their understanding of the civil, criminal, juvenile, and military |
|
|
justice systems in the United States; participants examined the |
|
|
underlying principles of the U.S. judicial and legal systems and |
|
|
studied the administration of courts, case management, the trial by |
|
|
jury process, and alternative dispute resolution; and |
|
|
WHEREAS, Mr. Orribarra brought a valuable perspective to the |
|
|
experience; he has a bachelor's degree in law and political science |
|
|
and a master's degree in law, higher education, and environmental |
|
|
law and holds the position of Public Defender; and |
|
|
WHEREAS, The International Visitor Leadership Program helps |
|
|
bridge cultural and political divides, and the exchange of ideas |
|
|
that the program facilitates is sure to benefit citizens of both |
|
|
Panama and the United States; now, therefore, be it |
|
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
|
Legislature, 1st Called Session, hereby honor Jacob Alonso |
|
|
Orribarra for his participation in the U.S. Department of State |
|
|
International Visitor Leadership Program in May 2013 and extend to |
|
|
him sincere best wishes for continued success; and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for Mr. Orribarra as an expression of high regard by the |
|
|
Texas House of Representatives. |
