instrument in a printed format. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Chapter 26, Education Code, is amended by adding | ||
Section 26.014 to read as follows: | ||
Sec. 26.014. RIGHTS TO PRINTED MATERIAL. (a) A student's | ||
parent or legal guardian is entitled to request that the school | ||
district or open-enrollment charter school the student attends | ||
provide instruction or administer an assessment instrument to the | ||
student in a printed or other noncomputerized format. A request | ||
under this section may not be unreasonably denied. | ||
(b) A school district or open-enrollment charter school | ||
must document each request made under Subsection (a), including, if | ||
the request was denied, the reason for denial. Not later than the | ||
30th day after the date the district or school receives the request, | ||
the district or school must report the request to the agency. | ||
(c) Not later than September 1 of each year, the agency | ||
shall submit an annual report to the legislature that includes the | ||
number of requests made under Subsection (a) that each school | ||
district and open-enrollment charter school received and, if any | ||
requests were denied, the reasons for denial. | ||
SECTION 2. Section 26.014, Education Code, as added by this | ||
Act, applies beginning with the 2019-2020 school year. | ||
SECTION 3. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2019. |
