A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study to identify and address inefficiencies in state |
|
health care regulations. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) The Health and Human Services Commission |
|
shall conduct a study to identify redundant, inefficient, or |
|
obsolete health care regulations and shall make recommendations to |
|
the legislature for revising or eliminating the regulations to |
|
improve the delivery of health care in the state. |
|
(b) The executive commissioner of the Health and Human |
|
Services Commission: |
|
(1) shall hold public meetings as necessary to receive |
|
testimony from stakeholders and to develop the recommendations |
|
required by Subsection (a) of this section; and |
|
(2) may seek assistance in evaluating testimony and |
|
developing recommendations from the Department of State Health |
|
Services, the Texas Department of Licensing and Regulation, any |
|
other agency that regulates health care, and any board that |
|
regulates health care professionals. |
|
(c) Not later than September 1, 2018, the executive |
|
commissioner of the Health and Human Services Commission shall |
|
submit a report to the legislature containing conclusions regarding |
|
the effectiveness of the state's health care regulations and |
|
recommendations for revising or eliminating ineffective |
|
regulations. |
|
(d) This section expires January 1, 2019. |

SECTION 2. This Act takes effect September 1, 2017. |
