A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the jurisdiction and enforcement of certain |
|
international organization policies. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Title 1, Government Code, is amended by adding |
|
Chapter 3 to read as follows: |
|
CHAPTER 3. INTERNATIONAL ORGANIZATIONS |
|
Sec. 3.001. LIMITATION ON JURISDICTION OF UNITED NATIONS. |
|
(a) The United Nations has no jurisdiction in this state. |
|
(b) Notwithstanding any other law, except as specifically |
|
authorized by reference to this section under state law or an |
|
executive order issued by the governor, a policy or rule of the |
|
United Nations may not be enforced or implemented by this state or a |
|
political subdivision of this state. |
|
Sec. 3.002. LIMITATION ON ENFORCEMENT OR IMPLEMENTATION OF |
|
WORLD HEALTH ORGANIZATION POLICY. This state, an agency or |
|
political subdivision of this state, a public school district, a |
|
private school, an open-enrollment charter school, or an |
|
institution of higher education, as defined by Section 61.003, |
|
Education Code, may not enforce or implement a public health policy |
|
or guideline of the World Health Organization unless specifically |
|
authorized under state law or an executive order issued by the |
|
governor. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2025. |
