relating to a study and report by the Texas A&M Transportation | ||
Institute on replacing buyer's temporary tags with permanent | ||
license plates. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. DEFINITION. In this Act, "buyer's temporary | ||
tag" means a buyer's temporary tag issued under Section 503.063, | ||
Transportation Code. | ||
SECTION 2. STUDY AND REPORT. (a) The Texas A&M | ||
Transportation Institute shall conduct a study on replacing buyer's | ||
temporary tags with permanent license plates. | ||
(b) The study must: | ||
(1) evaluate the feasibility of authorizing: | ||
(A) a dealer to issue permanent license plates to | ||
a buyer at the time of the sale of a motor vehicle, including for a | ||
vehicle sale taking place on the Internet; and | ||
(B) the use of license plates issued at the | ||
initial retail sale of a motor vehicle in this state by the initial | ||
owner and all subsequent owners of the vehicle for the life of the | ||
vehicle in this state; and | ||
(2) estimate the financial and any other benefits to | ||
this state of the proposals described in Subdivision (1) of this | ||
subsection, including any anticipated reduction in: | ||
(A) fraud related to the current system for | ||
issuing buyer's temporary tags; and | ||
(B) costs to all levels of government in this | ||
state of: | ||
(i) the current system for issuing buyer's | ||
temporary tags; and | ||
(ii) the current requirement that new | ||
permanent license plates be issued for a motor vehicle for each | ||
retail sale of the vehicle. | ||
(c) Not later than November 1, 2024, the Texas A&M | ||
Transportation Institute shall submit to the governor, the | ||
lieutenant governor, and the legislature a report on the results of | ||
the study conducted under this section. | ||
SECTION 3. EXPIRATION. This Act expires January 1, 2025. | ||
SECTION 4. EFFECTIVE DATE. This Act takes effect September | ||
1, 2023. |
