CONCURRENT RESOLUTION
         WHEREAS, The Legislature of the State of Texas is pleased to
  recognize Shawn M. Snider on his outstanding accomplishments and on
  his many contributions to the City of Edinburg and to the Lone Star
  State; and
         WHEREAS, An esteemed Texan and a devoted public servant,
  Shawn Snider is a respected leader in his community of Edinburg,
  where he resides with his wife, Edna Casas Snider, and his daughter,
  Sarah Elizabeth Snider; he has served as fire chief of the City of
  Edinburg Fire Department since 1999, and throughout his tenure of
  leadership, he has exemplified the highest ideals of public service
  with honor and integrity; and
         WHEREAS, Before the age of 18, Shawn Snider began his career
  as a firefighter by serving as a volunteer member of the City of
  Alamo Fire Department, where he was employed as a mechanic;
  realizing his life's calling, he rose through the ranks to become
  fire marshal for the Alamo Fire Department at the age of 24; in
  January of 1991, he joined the City of Edinburg Fire Department as
  assistant fire marshal, and in 1999, he accepted the position of
  fire chief of the Edinburg Fire Department and took on the role of
  emergency management coordinator for the city; and 
         WHEREAS, Over the years, Chief Snider has generously devoted
  his time and energy on behalf of his community through his
  participation in many professional organizations, in which he has
  held key leadership roles including those of president of the State
  Firefighters' and Fire Marshals' Association of Texas and regional
  director of the Texas Fire Chiefs Association; he served for 10
  years as training coordinator for the Rio Grande Valley
  Firefighters' and Fire Marshals' Association, and his current
  professional and volunteer activities include serving as a fire
  school instructor, a search and rescue task force leader, and
  chairman of the Hidalgo County Fire Chiefs Association; and
         WHEREAS, Uncompromising in his work ethic and in his
  commitment to excellence, Chief Snider is certified in a multitude
  of areas of professional expertise; among his qualifications, he
  holds master certifications as a firefighter and peace officer,
  advanced certifications as a fire inspector and arson investigator,
  and he is certified as a fire executive, public manager, and
  emergency medical technician; and
         WHEREAS, Chief Snider has demonstrated great wisdom,
  diligence, and courage throughout his career and in carrying out
  the unique and multifaceted responsibilities of his position; his
  steadfast efforts in support of his colleagues and fellow
  firefighters have earned him their lasting respect and admiration,
  and his unwavering commitment to public service has done much to
  promote the safety and well-being of the Edinburg community and of
  citizens throughout Texas; and
         WHEREAS, Chief Snider's remarkable leadership and dedication
  to duty are a source of inspiration to all who work to benefit the
  greater good, and it is indeed fitting that he receive special
  recognition on his invaluable service to the Lone Star State; now,
  therefore, be it
         RESOLVED, That the 88th Legislature of the State of Texas
  hereby commend Fire Chief Shawn M. Snider on his exceptional
  contributions to the City of Edinburg and to the people of Texas and
  express to him its sincere gratitude and best wishes for the future;
  and, be it further
         RESOLVED, That a copy of this resolution be prepared for him
  as an expression of high regard from the Texas Legislature.
