Be it enacted by the General Assembly of Virginia:

1. §1. The Department of General Services, in cooperation with the Department for Aging and Rehabilitative Services, shall perform a comprehensive review of the process for procuring goods and services from employment services organizations. The review shall examine the current process for procurement, potential set-asides or percentage goals, and whether employment services organizations, as defined in §2.2-1604 of the Code of Virginia, should be housed alongside SWaM, as defined in §2.2-1604 of the Code of Virginia, within the Department of Small Business and Supplier Diversity.
