Be it enacted by the General Assembly of Virginia:

1. §1. That the Department of Energy (the Department) shall produce a report that (i) quantifies the potential benefits of using solar energy for residential, commercial, and government building rooftops, parking lots, and brownfields across the Commonwealth; (ii) describes any incentives, in whole or in part, that would maximize such potential benefits from the use of such solar energy; and (iii) provides regulatory and legislative recommendations. The Department shall report its findings and any recommendations to the Chairmen of the Senate Committee on Commerce and Labor, the Senate Committee on Agriculture, Conservation and Natural Resources, the House Committee on Commerce and Energy, and the House Committee on Agriculture, Chesapeake and Natural Resources by December 1, 2024.
