AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Senate Committee on Finance and Appropriations
on March 4, 2024)

A BILL to direct the Department of Health to convene a work group to study the implementation of a strategic plan for employees of each state agency to possess naloxone or other opioid antagonists used for overdose reversal.

Be it enacted by the General Assembly of Virginia:

1. §1. That the Department of Health shall convene a work group of relevant stakeholders to study the implementation of a strategic plan for employees of each state agency to possess naloxone or other opioid antagonists used for overdose reversal. In its study, the work group shall (i) identify the state agencies that should be prioritized for distribution of naloxone or other opioid antagonists and (ii) develop an implementation plan to distribute the naloxone or other opioid antagonists to such prioritized state agencies and then distribute naloxone or other opioid antagonists to other state agencies in phases based on the impact, effectiveness, need, and results of such an initial prioritized distribution. The work group shall report its findings and statewide strategic plan to the Governor and the Chairmen of the House Committee on Health and Human Services and the Senate Committee on Education and Health by November 1, 2024.
