A BILL to amend Chapter 167, as amended, of the Acts of Assembly of 1979, which provided a charter for the City of Hampton, by adding a section numbered 3.08:1, relating to city council; contact with administrative services.

Be it enacted by the General Assembly of Virginia:

1.  That Chapter 167, as amended, of the Acts of Assembly of 1979 is amended by adding a section numbered 3.08:1 as follows:

§3.08:1. Interference by council in dealings between council and administrative services.

Except for the purpose of inquiry, the council and its members shall deal with the administrative services solely through the city manager, and neither the council nor any member thereof shall give orders either publicly or privately to any subordinate of the city manager. Any councilman violating the provisions of this section shall be guilty of a Class 4 misdemeanor, and upon conviction thereof shall cease to be a councilman.
