HOUSE JOINT RESOLUTION NO. 241
Celebrating the life of Margaret Smith Wholey.

WHEREAS, Margaret Smith Wholey, a dedicated nurse and a volunteer leader who touched countless lives in the Arlington community, died on March 4, 2023; and

WHEREAS, Margaret "Midge" Smith Wholey grew up in Greenwich, Connecticut, and earned a bachelor's degree in nursing from Catholic University in Washington, D.C., where she met her future husband, Joe; and

WHEREAS, Midge Wholey worked as a public health nurse in Boston until the birth of her first child, then she and her young family relocated to Arlington in 1962; and

WHEREAS, Midge Wholey was an engaged member of the Arlington community and supported the civil rights and anti-war movements through her activism; over the years, she supported numerous local government campaigns, including her husband's own runs for the Arlington County Board; and

WHEREAS, a passionate lifelong learner, Midge Wholey earned her master's degree in nursing from Catholic University in 1987; she served as a registered nurse at Sibley Hospital and as a nurse and medical director for Community of Hope, a charitable health care provider in Washington, D.C.; and

WHEREAS, in 1993, Midge and Joe Wholey cofounded the Arlington Partnership for Affordable Housing, which has grown to provide more than 2,300 affordable rental units with several hundred more under construction; and

WHEREAS, after her well-earned retirement, Midge Wholey used her nursing expertise to produce and appear in a video on how to provide home care for loved ones in need; and

WHEREAS, Midge and Joe Wholey enjoyed fellowship and worship with the congregation of Our Lady of Peace Catholic Church; they offered their wisdom to many faith-based service organizations, including the Catholic Interracial Council, Christian Family Movement, NOVA Catholic Community, Cursillo, and the Ignatian Volunteer Corps; and

WHEREAS, Midge Wholey's husband of 66 years, Joe, passed away a few months after her on August 24, 2023; and

WHEREAS, Midge Wholey was predeceased by one daughter, Kate, in 2003, and she will be fondly remembered and greatly missed by her children, Megan, Jane, Skef, and Sarah, and their families, and numerous other family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Margaret Smith Wholey, a highly admired nurse and devoted community leader in Arlington; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Margaret Smith Wholey as an expression of the General Assembly's respect for her memory.
