HOUSE RESOLUTION NO. 778
Celebrating the life of Beulah Lorraine Stowe Carey.

 

Agreed to by the House of Delegates, June 28, 2024

 

WHEREAS, Beulah Lorraine Stowe Carey, a devoted educator and school administrator who touched countless young lives in Portsmouth over the course of her distinguished career, died on June 7, 2024; and

WHEREAS, Beulah Carey grew up in Portsmouth, where she graduated from I.C. Norcom High School and began to cultivate her passion for lifelong learning; and

WHEREAS, at 35 years old, Beulah Carey went back to school and earned a bachelor's degree from what is now Norfolk State University; she subsequently received a master's degree from the University of Maine and conducted additional postgraduate studies at Hampton University and Nova Southeastern University; and

WHEREAS, Beulah Carey worked in Portsmouth Public Schools for 27 years, serving as a teacher, secretary, resource specialist, and assistant principal; she inspired students and coworkers alike through her proactive leadership style, enthusiasm for learning, and commitment to excellence in all her pursuits; and

WHEREAS, guided by her deep and abiding faith, Beulah Carey was a passionate advocate for social justice and human rights and volunteered her time at her church and with other community organizations; and

WHEREAS, Beulah Carey was a member of Delta Sigma Theta Sorority, The Links Incorporated of Portsmouth, the African American Historical Society of Portsmouth, Cooperating Hampton Roads Organizations for Minorities in Engineering, Order of the Eastern Star, the National Council of Negro Women, the National Alliance of Black School Educators, and the NAACP; and

WHEREAS, Beulah Carey was known for her willingness to try new things and zest for life; she was an avid world traveler who had visited Haiti, Jamaica, Ghana, Spain, England, Italy, Russia, and several other countries; and

WHEREAS, predeceased by her husband, Richard, and four children, LaSharon, Richard III, Reginald, and Katura, Beulah Carey will be fondly remembered and greatly missed by her daughter, Lottie, and her family; a host of grandchildren, great-grandchildren, and great-great-grandchildren; and numerous other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Beulah Lorraine Stowe Carey, beloved and highly admired member of the Portsmouth community; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Beulah Lorraine Stowe Carey as an expression of the House of Delegates' respect for her memory.
