Commending Tucker Pavilion.

WHEREAS, Tucker Pavilion at HCA Virginia's Chippenham Hospital in Richmond, Virginia, will celebrate 100 years of psychiatric service to the community in 2012; and

WHEREAS, mental disorders and substance abuse are the leading cause of disability in the United States and Canada; and

WHEREAS, an estimated 26 percent of Americans ages 18 and older, about one in four adults, suffer from a diagnosable mental disorder in a given year; and

WHEREAS, the World Health Organization has stated that mental disorders are the number one source of medical disability for people 15 - 44 years of age in the United States and Canada; and

WHEREAS, in the United States, 17.6 million people, about one in every 12 adults, abuse alcohol or are alcohol dependent; and

WHEREAS, with the passage of the federal Mental Health Parity Law and healthcare reform, behavioral health has been elevated on the national agenda and is increasingly viewed as an integral part of overall health care; and

WHEREAS, the partnership between community services boards, local police, NAMI Virginia, and Tucker Pavilion is demonstrated in communitywide collaboration to better serve people with mental health emergencies across jurisdictions; and

WHEREAS, the number of patients treated annually at Tucker Pavilion has exceeded 5,000 patients aged five to 105; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend and congratulate Tucker Pavilion for achieving 100 years of service; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Tucker Pavilion as an expression of the General Assembly's gratitude for the clinic's dedication to improving treatment for psychiatric patients in the Commonwealth.
