SENATE JOINT RESOLUTION NO. 170
Celebrating the life of James "Jim" Horace Hinshaw.

WHEREAS, James "Jim" Horace Hinshaw, a distinguished educator, esteemed civic leader, and beloved member of the Norfolk community, died on January 18, 2024; and

WHEREAS, after graduating from Shades Valley High School in Birmingham, Alabama, Jim Hinshaw earned a bachelor's degree from the University of Alabama ("Roll Tide!"), followed by a teaching degree from the former Southeastern Bible College and a master's degree from Old Dominion University; and

WHEREAS, over his 40 years as an educator at Norfolk Christian Schools, Jim Hinshaw taught various subjects, served as chairman of the social studies department and as coach of the girls' softball team, and helped thousands of students realize their potential and achieve success both in and out of the classroom; and

WHEREAS, Jim Hinshaw's legacy at Norfolk Christian Schools will endure for years to come through the school's Hinshaw Chapel and Hinshaw Technology Fund that are named in his honor; and

WHEREAS, Jim Hinshaw served as chairman of the City of Norfolk Electoral Board and, with a profound sense of duty and purpose, worked tirelessly ensuring the locality's elections were carried out in a fair and orderly manner; and

WHEREAS, Jim Hinshaw made a meaningful and lasting impact on his community as a founding member of the Roland Park Civic League, which he served as chairman from 2004 to 2008; and

WHEREAS, Jim Hinshaw has advanced his field as a member of the Association of Christian Schools International since 1999, and he received many accolades in recognition of his accomplishments as an educator and civic leader, including awards from the University of Richmond, the Veterans of Foreign Wars, and Virginians for Integrity in Government; and

WHEREAS, inspired and comforted throughout his life by his faith, Jim Hinshaw enjoyed worship and fellowship with his community at Tabernacle Church of Norfolk for almost 60 years, where he served as a deacon, elder, and Sunday school teacher; and

WHEREAS, Jim Hinshaw will be fondly remembered and dearly missed by his loving wife of more than 55 years, Evelyn; his children, John, David, and Joy, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of James "Jim" Horace Hinshaw, a man of extraordinary integrity whose commitment to his faith, his family, and his Norfolk community was an inspiration to all who knew him; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of James "Jim" Horace Hinshaw as an expression of the General Assembly's respect for his memory.
