Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require an agreement concerning subsidized adoption be required to provide for direct payment by the Department of Health and Human Resources the attorney's fees of the adoptive parent.
The Department anticipates no financial impact from this legislation as the Department currently provides payment to attorneys directly.

Memorandum
The fiscal note is technically flawed as section 49-4-112 (a) conflicts with existing code. The Department of Health and Human Resources became three departments effective January 1, 2024.
