Bill Title: To allow for the implementation of Educational Software in West Virginia public schools.

This bill is implementing a new program for interactive training in the STEM field to focus on chemistry and related careers to high school and technical schools. Funding will be provided by the Department of Commerce to WorkFoce WV (WFWV). WFWV will sub-award funds to a provider to administer the program to high schools, technical schools, or county boards of education. The sub-award will be put out for bid through the Grant Funding Opportunity (GFO) and VSS through OASIS. The successful bidder will have costs for administration and program.
At this time it's not possible to estimate the costs, as criteria would need to be established and there would need to be a solicitation of proposals from potential vendors. Such a service would likely cost in the millions of dollars, but it's impossible to know for sure without due diligence. The necessary funds would likely need to come from appropriated state dollars, as the federal funds that WorkForce has access to are limited in their uses
Areas of vagueness with this bill are the following. What type of funding would the Department of Commerce be receiving to (general, federal...)? What type of interactive training (VR headsets, app, internet...)? Depending on type of interactive training what equipment may be needed. Is this intended to be a training of an hour, semester, full year...? Amount of funding available would need to be known to put out bid for provider to administer the program and to estimate how many schools and students might be able to participate in the program.
