Summary
Authorizes Oregon Health Authority, overseen by Oregon Medical Insurance Pool Board, to make expenditures for transitional medical insurance pool program from ending balance of moneys received from premium assessments and from reinsurance program funds. Modifies requirements for Oregon Reinsurance Program in response to changes in federal law. Requires Department of Consumer and Business Services to permit health benefit plan that conflicts with Insurance Code to continue until December 31, 2015, or later date specified by department, if plan meets specified criteria. Declares emergency, effective on passage.
