Summary

As introduced, increases the penalty for intentionally obstructing a highway, street, or other place used for the passage of vehicles or conveyances from a Class A misdemeanor to a Class D felony; allows a person who suffers loss or injury as a result of such an offense to bring a cause of action against the offender to recover compensatory damages from the loss or injury. - Amends TCA Title 39.
