Requires the Department of Education and the Virginia Community College System to convene a stakeholder work group to evaluate and provide recommendations to the Chairmen of the Senate Committee on Education and Health and the House Committee on Education by October 1, 2024, on expanding the availability of Head Start programs at comprehensive community colleges.
