Line 24, after "if" insert "either of the following occurred before January 1, 2017:

Line 25, strike "or submitted request for proposal"

Page 5, line 1, after "Lessor" insert a period strike remainder of line

Strike line 2, insert:

"2.  A proposal was submitted to the government lessor in response to a request for proposals."
