FLOOR AMENDMENT EXPLANATION
The Farley Floor amendment places a conditional enactment on this legislation by requiring that a majority of the members of both the Senate and the House of Representatives pass the prescribed test prior to the provisions of the bill taking effect.

Page 4, after line 36, insert:
"Sec. 3. Conditional enactment; notice
A. This act does not become effective unless a majority of the members of the senate and a majority of the members of the house of representatives correctly answer at least sixty of the one hundred questions listed on a test that is identical to the civics portion of the naturalization test used by the United States citizenship and immigration services.
B. The president of the senate and the speaker of the house of representatives shall notify in writing the director of the Arizona legislative council of the date on which the condition is met or if the condition is not met."
