FLOOR AMENDMENT EXPLANATION
1. Limits the requirement for a person to submit to a blood alcohol or drug test. Requires the test:
a) in accidents resulting in death; and
b) only if the officer has probable cause to believe the person caused the accident, not when the person is issued a citation.
2. Grants discretion to officers in accidents involving serious physical injury, which is current law.
