SENATE AMENDMENTS TO S.B. 1216

Strike everything after the enacting clause and insert:
"Section 1. Title 38, chapter 3, article 4, Arizona Revised Statutes, is amended by adding section 38-451, to read:
38-451. Government employees; online use; cause; state preemption
A. Notwithstanding any other law, this state, a city, town or county or a political subdivision of this state may not monitor the online use or speech of an employee.
B. The regulation of a government employee's online use or speech is of statewide concern. The regulation of the online use or speech of an employee of this state, a city, town or county or a political subdivision of this state pursuant to this section is not subject to further regulation by a county, city, town or other political subdivision of this state."
