AN ACT
amending title 41, chapter 1, article 1, Arizona Revised Statutes, by adding section 41‑108; relating to state agency rules.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 1, article 1, Arizona Revised Statutes, is amended by adding section 41-108, to read:
41-108. State agency standards not more stringent than federal law; governor duties
Notwithstanding any other law, a state agency shall not enact or adopt a standard or requirement by rule that is more stringent than a corresponding federal law. The governor shall ensure that the provisions of this section are enforced through the governor's regulatory review council established by section 41‑1051 and through the governor's office for those agency rules that are not subject to review by the governor's regulatory review council.
