AN ACT
Amending title 41, chapter 7, article 10, Arizona Revised Statutes, by adding section 41‑1277.01; relating to the state budget.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 7, article 10, Arizona Revised Statutes, is amended by adding section 41-1277.01, to read:
41-1277.01. Truth in spending; hearing; notice; roll call vote
A. Beginning in 2014, on or before February 15 of each year, the joint legislative budget committee shall compute and transmit truth in spending estimates for the following fiscal year to:
1. The chairpersons of the senate and house of representatives appropriations committees.
2. The chairpersons of the senate finance committee and the house of representatives ways and means committee.
B. Truth in spending estimates consist of the amount of general fund appropriations for the current fiscal year and the total amount of all appropriations from all sources for the current fiscal year, each adjusted by the sum of the following percentages:
1. The positive or negative percentage change for the most recent available twelve‑month period. For the purposes of this paragraph, the joint legislative budget committee shall determine the population of this state by using only the most recent data from the United States decennial census or only the average of the annual revisions of population data by the department of economic security and demographic publications of state universities.
2. The positive or negative percentage change in the cost of living for the most recent available twelve‑month period. For the purposes of this paragraph, the joint legislative budget committee shall determine the cost of living by using only the GDP price deflator, as defined in section 41-563. The joint legislative budget committee may take into account minor technical adjustments to the GDP price deflator that are made occasionally by the united states government.
C. Beginning with fiscal year 2014-2015, if the legislature proposes either general fund appropriations or total appropriations that exceed the truth in spending estimates, the house of representatives appropriations committee and the senate appropriations committee shall hold a joint truth in spending hearing and shall do both of the following:
1. Issue a press release containing the truth in spending hearing notice.
2. Publish a notice on the legislature's official website at least fourteen but not more than twenty days before the date of the hearing. The notice shall be in the following form, with the headline in at least eighteen‑point type and with the percentage figures rounded to the nearest one-tenth of a per cent:
TRUTH IN SPENDING HEARING
Notice of Spending Increase Above Population Plus Inflation
In compliance with section 41-1277.01, Arizona Revised Statutes, the state legislature is notifying taxpayers in Arizona of the legislature's intention to increase spending over this year's level faster than the combined rate of increase in state population and inflation.
The proposed spending increase will cause state general fund appropriations to increase by ____ per cent over this year's level and cause total state appropriations to increase by ___ per cent over this year's level. The combined rate of increase of population and inflation is ___ per cent.
All interested persons are invited to attend a public hearing on the spending increase that is scheduled to be held [date and time] at [location].
D. A joint hearing of the house of representatives and senate appropriations committees pursuant to subsection C of this section must include a roll call vote on any motion to recommend the proposed spending levels to the full legislature.
