amending title 11, chapter 3, article 4, Arizona Revised Statutes, by adding section 11-506; relating to county treasurers.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 11, chapter 3, article 4, Arizona Revised Statutes, is amended by adding section 11-506, to read:

START_STATUTE11-506. Continuing education; certification; civil penalty

A. Beginning with the first year of a term of office or on appointment to a full term of office, a person elected or appointed to serve as a county treasurer or a chief deputy treasurer shall complete a minimum of ten hours of continuing education each year while serving in office.  a county treasurer and a chief deputy treasurer shall complete at least one hour of continuing education each year that is devoted to the subject of waste, fraud and abuse.  An EDUCATION provider APPROVED by the county board of supervisors shall conduct the continuing education. the education PROVIDER may include government entities, financial institutions or coursework from an accredited college or university.  The county board of supervisors shall cover all costs and fees associated with the education. The continuing education shall cover topics related to the powers and duties of the treasurer's office, including any of the following:

1. investment strategies.

2. Waste, fraud and abuse prevention and detection.

3. cash management.

4. cybersecurity.

5. internal auditing and compliance.

6. generally accepted accounting principles that are recommended by a national board that establishes state and local accounting guidelines.

b. On or before December 31 of each year, the county treasurer and chief deputy treasurer shall submit to the clerk of the board of supervisors in the county where the county treasurer or chief deputy treasurer has been elected or appointed a certified statement with documentation of the completion of the required hours of continuing education.

c. A county treasurer or chief deputy treasurer who fails to submit a continuing education certification may be subject to a civil penalty of $50 for each hour of education not completed.  The civil penalty may not exceed $500.  The clerk of the board of supervisors shall notify the board of supervisors of a county treasurer or chief deputy treasurer who has failed to complete the continuing education requirements of this section and the board of supervisors may impose and collect the civil penalty.
