AN ACT
amending title 45, chapter 1, article 4, Arizona Revised Statutes, by adding section 45-142; relating to use of Colorado River water.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 45, chapter 1, article 4, Arizona Revised Statutes, is amended by adding section 45-142, to read:
45-142. Certain districts; limitations on Colorado River water transfers
An irrigation and water conservation district that is located in a county that has formed a county water authority pursuant to chapter 13 of this title may not transfer fourth priority Colorado River water that is subject to the Boulder Canyon project act to a location outside the counties in this state that border the Colorado River. A district may transfer that water among the counties in this state that border the Colorado River pursuant to the process prescribed in the Boulder Canyon project act.
Sec. 2. Emergency
This act is an emergency measure that is necessary to preserve the public peace, health or safety and is operative immediately as provided by law.
