AN ACT

 

amending Title 15, chapter 2, article 2, Arizona Revised Statutes, by adding section 15-249.14; appropriating monies; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.14, to read:

START_STATUTE15-249.14.  Arizona national board certification grant fund; requirements; matching monies

A.  The Arizona national board certification grant fund is established consisting of monies appropriated by the legislature and grants, gifts, devises and donations from any public or private source.  The department of education shall administer the fund.  Monies in the fund are continuously appropriated and are exempt from the provisions of section 35‑190 relating to lapsing of appropriations.  On notice from the department, the state treasurer shall invest and divest monies in the fund as provided by section 35‑313, and monies earned from investment shall be credited to the fund. 

B.  The department of education shall distribute grants from the Arizona national board certification grant fund on a first‑come, first‑served basis to teachers in this state who are applying for national board certification.  Monies distributed from the fund may be used only for the teachers' costs of obtaining national board certification.  the department shall establish application procedures for teachers to apply for grants from the fund. 

C.  The department of education may not distribute monies appropriated to the fund in any fiscal year unless the fund receives an equivalent amount of matching monies from private sources.  END_STATUTE

Sec. 2.  Appropriation; Arizona national board certification grant fund; exemption

A.  The sum of $2,000,000 is appropriated from the state general fund in fiscal year 2019-2020 for deposit in the Arizona national board certification grant fund established by section 15‑249.14, Arizona Revised Statutes, as added by this act.

B.  The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
