An Act

 

appropriating monies to the department of education.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Appropriation; department of education; insurance premium subsidy retention grants; reports; delayed repeal

A. The sum of $10,000,000 is appropriated from the state general fund in fiscal year 2024-2025 to the department of education to administer an insurance premium subsidy retention grant program.

B. The department shall use the monies appropriated by this section to award grants pursuant to title 41, chapter 24, Arizona Revised Statutes, to school districts and charter holders in this state for employee health and dental insurance premium subsidies for teachers and support staff member who meet the requirements of this section.

C. The school district or charter holder shall allocate the monies received pursuant to a grant award made pursuant to this section to the principal or other administrative head of a school operated by the school district or charter holder to distribute to teachers and support staff members employed at the school during the 2024-2025 school year who receive annual compensation of not more than $75,000 to partially subsidize the increased health and dental insurance premiums for the dependents of the teacher or support staff member if the teacher or support staff member demonstrates to the principal or administrative head that the partial subsidy will:

1. Help defray the costs of the health and dental insurance premiums for dependents who would otherwise be uninsured.

2. Be a significant contributing factor to the school's ability to retain the teacher or support staff member.

D. The distribution to a teacher or support staff member made pursuant to subsection C of this section shall be:

1. Except as provided in paragraph 2, subdivision (b) of this subsection, at least fifty percent of the total annual insurance premium for the teacher or support staff member and the dependents of the teacher or support staff member.

2. Not more than the lesser of:

(a) Ninety percent of the total annual insurance premium for the teacher or support staff member and the dependents of the teacher or support staff member.

(b) $6,000 per year.

E. On or before October 1 of each year, a school district or charter holder that receives a grant award made pursuant to this section shall submit a report to the president of the senate and the speaker of the house of representatives on the distribution of grant monies under this section and shall provide a copy of this report to the secretary of state. The report shall contain the following information for the immediately preceding academic year:

1. The annual salary, total health and dental insurance premium and amount of premium subsidy for each teacher or support staff member who receives a premium subsidy distribution pursuant to this section.

2. The retention rate for all teachers and support staff of the school district or charter holder whose annual compensation is not more than $75,000.

3. The retention rate for all teachers and support staff of the school district or charter holder who received a premium subsidy distribution pursuant to this section.

F. This section is repealed from and after December 31, 2028.
