AN ACT
amending title 38, chapter 3, article 8.1, Arizona Revised Statutes, by adding section 38-520; relating to standards of conduct for members of the state legislature.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 38, chapter 3, article 8.1, Arizona Revised Statutes, is amended by adding section 38-520, to read:
38-520. Members of the legislature; harassment policy; false complaint; disciplinary action
A. Each house of the legislature shall establish a comprehensive policy to address harassment in the workplace, including a standard form to allow for written complaints. The policy shall include a non‑RETALIATION policy and investigation and due process procedures and address privacy concerns.
B. A member of the senate may submit a written complaint of harassment to the secretary of the senate and a member of the House of representatives may submit a written complaint of harassment to the chief clerk of the house of representatives. A member who submits a written complaint of harassment shall provide copies of the complaint within two business days after filing the complaint to all of the following:
1. The accused.
2. The chairperson of the ethics committee established by section 38-519.
3. The accounting office in the house in which the complaint originates.
C. Any member who knowingly files a false complaint of harassment is subject to discipline or expulsion as provided by article IV, part 2, section 11, Constitution of Arizona.
