An Act
amending title 15, chapter 2, article 2, Arizona Revised Statutes, by adding section 15-249.19; appropriating monies; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.19, to read:
15-249.19. Agricultural education grant program; use of grant monies; annual report; definitions
A. The agricultural education grant program is established within the department of education to provide grants to school districts to support the personnel costs of extended-hour activities to advance agricultural education in the school district. The department, in consultation with a student career and technical education organization, shall adopt rules, policies and procedures for the grant program, including a recordkeeping system for grant recipients.
B. A school district may apply for grant monies to pay for up to four hundred hours that a full-time certificated teacher spends on extended-hour activities for the school district.
C. A student career and technical education organization may evaluate grant applications submitted to the department pursuant to subsection B of this section and recommend to the department grant awards to ELIGIBLE school districts.
D. THe department shall consider recommendations submitted pursuant to subsection C of this section when DETERMINing whether to approve an application that the department receives pursuant to subsection B of this section. The department shall award grants to eligible school districts on a first-come, first-served basis.
E. On or before June 30 each year, each school district that received grant monies during the previous fiscal year shall submit to the department all of the following:
1. Records of all expenses paid for using grant monies.
2. A log of all time spent on extended-hour activities that was paid for using grant monies. The log required by this paragraph must include both:
(a) The name of the certificated teacher who received grant monies pursuant to this section.
(b) The date and amount of time and a description of the extended-hour activity for each entry.
3. Any other information requested by the department to ensure compliance with the requirements of the agricultural education grant program.
F. A school district may not receive additional grant monies under this section if the school district fails to comply with either of the following:
1. The reporting requirements prescribed in subsection E of this section.
2. The agricultural education grant program requirements prescribed in this section and in rules adopted by the department.
G. For the purposes of this section:
1. "extended-hour activities" means any time that a teacher spends working to advance the school district's agricultural education that is all of the following:
(a) Outside of regular school hours.
(b) In addition to the teacher's regular duties.
(c) For the purpose of either instruction in a work-based learning environment or student leadership development activities in connection with a student career and technical education organization.
2. "Student career and technical education organization" means a nonprofit organization that does all of the following:
(a) promotes agricultural education at schools that provide instruction to students in any of grades six through twelve in this state.
(b) Connects students in any of grades six through twelve to careers in the science, business and technology of agriculture.
(c) Develops student leadership opportunities in agriculture.
Sec. 2. Appropriations; department of education; agricultural education grant program
A. The sum of $1,198,585 is appropriated from the state general fund in fiscal year 2024-2025 to the department of education for the agricultural education grant program established by section 15-249.19, Arizona Revised Statutes, as added by this act.
B. The sum of $56,000 is appropriated from the state general fund in fiscal year 2024-2025 to the department of education to develop a recordkeeping system for the agricultural education grant program established by section 15-249.19, Arizona Revised Statutes, as added by this act. For the purposes of this subsection, the department of education may coordinate or contract with a student career and technical education organization as defined in section 15-249.19, Arizona Revised Statutes, as added by this act.
