AN ACT
prescribing a pilot program for the use of beer and wine sales proceeds at university sponsored sporting events.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Pilot program for the use of beer and wine sales proceeds at university sponsored sporting events; delayed repeal
A. Notwithstanding section 41-2753, Arizona Revised Statutes, the Arizona board of regents, in consultation with the department of liquor licenses and control, shall establish a ___‑year pilot program for the use of beer and wine sales proceeds at university sponsored sporting events.
B. During the pilot program, the Arizona board of regents, in consultation with the department of liquor licenses and control, shall determine:
1. The sporting events at which beer and wine may be sold.
2. The facilities at which beer and wine may be sold during university sponsored sporting events.
3. Time, place and manner restrictions for the sale and consumption of beer and wine at university sponsored sporting events. The restrictions prescribed in this paragraph shall be at least as restrictive as those prescribed in title 4, Arizona Revised Statutes.
4. Procedures to allow the net proceeds from the sale of beer and wine sales at university sponsored sporting events to be retained by each university and used for maintenance and operations, capital expenses, building renovations and scholarships.
C. During the pilot program, the premises where beer and wine is served shall be licensed pursuant to title 4, Arizona Revised Statutes, and the licensee, employees of the licensee and persons who buy and consume beer and wine on the premises shall comply with all state and federal laws concerning spirituous liquor, except section 41-2753, Arizona Revised Statutes.
D. The Arizona board of regents shall submit to the governor, the president of the senate and the speaker of the house of representatives a report by November 15, 20__ that summarizes the results of the pilot program. The Arizona board of regents shall provide a copy of the report to the secretary of state.
E. The Arizona board of regents and the department of liquor licenses and control may adopt rules to carry out the purposes of this section.
F. This section is repealed from and after September 15, 20__.
