AN ACT

 

appropriating monies to the department of administration.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Appropriation; department of administration; Navajo county fairgrounds; reports; exemption; definition

A. The sum of $7,000,000 is appropriated from the state general fund in fiscal year 2025-2026 to the department of administration to distribute to Navajo county for capital improvements to the Navajo county fairgrounds.

B. Before the department of administration may distribute monies appropriated by subsection A of this section, Navajo county shall submit an expenditure plan for review by the joint committee on capital review.  The expenditure plan shall delineate the scope, purpose and estimated cost of the capital improvements.

C. On or before September 1 after each fiscal year in which Navajo county spends monies distributed by this section, the county shall submit a report to the joint committee on capital review on the status and expenditures of the project.  The report shall include the total project expenditures to date, any changes to the planned construction timeline, the expected completion date and any change to the scope of the project.

D. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations until June 30, 2032.

E. For the purposes of this section, "review by the joint committee on capital review" means a review by a vote of a majority of a quorum of the members of the joint committee on capital review.
