A MEMORIAL
Requesting the governor of the state of arizona to update and resubmit an executive budget proposal that is balanced for the next three fiscal years.

To the Governor of the State of Arizona:
Your memorialist respectfully represents:
Whereas, Governor Katie Hobbs's 2025 Executive Budget proposal is an incomplete document that fails to adhere to legal requirements that the State of Arizona adopt a state budget that is balanced across three consecutive fiscal years; and
Whereas, the Executive Budget proposal fails to account for Medicaid caseload growth and program cost increases in fiscal years 2027 and 2028, ignoring at least $846 million in formula spending growth; and
Whereas, when accounting for Medicaid caseload and cost increases in 2027 and 2028, the Executive Budget becomes insolvent in those years because of the resulting negative ending fund balances; and
Whereas, when Medicaid formula growth is accounted for, the ending fund balances in the Governor's budget proposal are negative $192 million in 2027 and negative $390 million in 2028; and
Whereas, the State of Arizona must adopt a budget that is balanced in all three of the upcoming fiscal years; and
Whereas, the Governor of Arizona is required to publish and submit to the Legislature a budget that is financially solvent.
Wherefore your memorialist, the House of Representatives of the State of Arizona, prays:
That the Governor of the State of Arizona, within 10 days, update and resubmit to this Legislature an Executive Budget proposal that is balanced in all three upcoming fiscal years.
