AN ACT
Amending title 28, Chapter 3, Article 15, Arizona Revised Statutes, by adding Section 28-915; relating to vehicle regulations.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 28, chapter 3, article 15, Arizona Revised Statutes, is amended by adding section 28-915, to read:
28-915. Animals on lap; prohibition; civil penalty; exception
A. A person may not operate a vehicle WHILE an animal is on the person's lap.
B. Beginning January 1, 2026, a person who violates this section is subject to a civil penalty as follows:
1. At least $75 but not more than $149 for a first violation.
2. At least $150 but not more than $250 for a second or subsequent violation.
C. Except as provided in section 28-3312, a department or agency of this state may not CONSIDER a violation of this section for the PURPOSE of determining whether the person's driver license should be suspended or revoked.
