AN ACT

 

Establishing the state finance review task force.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  State finance review task force; membership; duties; reports; delayed repeal

A.  The state finance review task force is established consisting of the following members:

1.  The state treasurer or the state treasurer's designee.

2.  The director of the department of revenue or the director's designee.

3.  One member of the public who is appointed by the governor.

4.  Two members of the senate who are appointed by the president of the senate.

5.  Two members of the senate who are appointed by the senate minority leader.

6.  Two members of the house of representatives who are appointed by the speaker of the house of representatives.

7.  Two members of the house of representatives who are appointed by the minority leader in the house of representatives.

8.  An economics professor who is on faculty at the university of Arizona and who is appointed by the president of the university of Arizona.

9.  An economics professor who is on faculty at Arizona state university and who is appointed by the president of Arizona state university.

10.  A faculty member from Arizona state university's Morrison institute for public policy who is appointed by the director of the institute.

11.  A person affiliated with a statewide association of school business officials who is appointed by the governor.

B.  A chairperson of the task force shall be appointed by the membership of the task force.  Appointed members serve at the pleasure of the person who made the appointment.  Members of the task force are not eligible to receive compensation or reimbursement for expenses.

C.  All meetings of the task force are subject to title 38, chapter 3, article 3.1, Arizona Revised Statutes.

D.  The task force, at a minimum, shall:

1.  Review this state's budget revenue mix and make recommendations regarding how to decrease revenue volatility.

2.  Propose measures that would allow this state to bring education expenditures for kindergarten programs, grades one through twelve, community colleges and universities up to the median level for state funding nationwide.

3.  Propose measures that would ensure that this state can financially implement the federal patient protection and affordable care act (P.L. 111‑148), as amended by the federal health care and education reconciliation act of 2010 (P.L. 111‑152), and any regulations issued under those acts.

4.  Examine all other state expenditures and make recommendations for specific changes to the expenditure budgets of all other state agencies.

E.  The task force shall issue an interim report on or before December 31, 2012 and a final report on or before April 1, 2013.  The reports shall be delivered to the president of the senate, the speaker of the house of representatives, the governor and the secretary of state.

F.  This section is repealed from and after July 1, 2014.
