AN ACT
amending Title 15, chapter 2, article 1, Arizona Revised Statutes, by adding section 15-215; relating to the state board of education.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 15, chapter 2, article 1, Arizona Revised Statutes, is amended by adding section 15-215, to read:
15-215. Office of minister of education; minister of education qualifications; duties
A. The state board of education shall establish an office of minister of education and shall hire a minister of education.
B. The office of minister of education shall:
1. Be responsible for and provide leadership on the innovative adoption of e‑learning in the public education system in this state.
2. Deliver strong entrepreneurial leadership, expert advice, advocacy and influence with a strategic planning‑based system redesign to align all implementation entities into a cohesive system for the effective and efficient transformation of the public education system in this state through e‑learning technology and methodology.
C. The state board of education shall conduct a national search for a candidate for the minister of education, who shall possess the following minimum qualifications:
1. National expertise on innovation adoption by large educational systems.
2. Expertise in e‑learning as adopted in the school districts and charter schools of this state.
3. High‑level relationship‑building skills.
4. Expertise in guiding and advocating for innovative transformation in large systems.
D. If sufficient monies are appropriated or available for this purpose, the state board of education may use up to four million dollars for the initial establishment and operation of the office of minister of education.
