SENATE BILL 1684

 

 

 

 

An Act

 

appropriating monies to Arizona state university.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Appropriation; Arizona state university; interplanetary initiative; report; exemption

A. The sum of $3,000,000 is appropriated from the state general fund in fiscal year 2024-2025 to Arizona state university to support the interplanetary initiative at Arizona state university.  Monies appropriated pursuant to this subsection may be used for the following purposes:

1. Interdisciplinary research projects in the field of space exploration, including technological advancement and innovation.

2. To develop and promote space-related industry in this state, including any of the following:

(a) Facilitating collaboration among academic researchers, space industry leaders, emerging companies and government officials, such as public-private partnerships, cross-sector research teams, networking events and workshops.

(b) Providing business development services, technical support, assistance securing investment capital and other resources to emerging companies in the space industry.

(c) Allowing public-private partnerships, space industry leaders and emerging companies to access university facilities and equipment that are necessary for space-related research projects.

(d) Providing workforce development and education in space-related disciplines.

3. Any other activities reasonably necessary to support the space industry in this state.

B. On or before December 31, 2027, Arizona state university shall submit a report to the president of the senate, speaker of the house of representatives and the governor on the impact of the interplanetary initiative at Arizona state university and shall provide a copy of the report to the secretary of state.  The report shall include:

1. A description of the research projects, technological advancements and innovations that received monies pursuant to subsection A, paragraph 1 of this section.

2. A summary of the economic impact in this state of the interplanetary initiative, including:

(a) The number of emerging companies that received resources or support pursuant to subsection A, paragraph 2 of this section.

(b) The number of jobs created in this state by space industry leaders and emerging companies.

(c) Investment data.

C. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations, except that all monies remaining unexpended and unencumbered on July 1, 2027 revert to the state general fund.
