An Act
amending title 41, chapter 3, article 7, Arizona Revised Statutes, by adding section 41-610.03; appropriating monies; relating to the department of veterans' services.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 3, article 7, Arizona Revised Statutes, is amended by adding section 41-610.03, to read:
41-610.03. Mental health services for veterans grant program
A. The mental health services for veterans grant program is established to support community mental health programs that provide services and treatment to veterans with mental illness.
B. The department shall:
1. administer the grant program.
2. establish the eligibility criteria for grant applicants, acceptable uses of grant monies and reporting requirements for all grant recipients.
3. award program monies on a competitive basis directly to private entities that provide services and treatment to veterans with mental illness.
Sec. 2. Appropriation; department of veterans' services; mental health services for veterans grant program; exemption
A. The sum of $____________ is appropriated from the state general fund in each of fiscal years 2025-2026 and 2026-2027 to the department of veterans' services for the mental health services for veterans grant program established by section 41-610.03, Arizona Revised Statutes, as added by this act.
B. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
